CITIZEN PARTICIPATION AND ITS LEVELS OF APPLICATION

RESUMEN: La participación ciudadana como expresión práctica de la democracia participativa ha tenido un surgimiento evidente en el sistema político de los países del mundo occidental durante las últimas décadas. El Perú no ha sido la excepción de esta ola participativa global. Este artículo analiza no sólo cómo nuestro país ha venido adaptando esta participación ciudadana en su marco jurídico y político y de qué manera se ha venido manifestando y aplicando en la realidad. También se realiza un ejercicio comparativo para evaluar si su marco jurídico, en especial si su aplicación práctica es coherente con los patrones principales de la democracia participativa. Los modelos escogidos son Estados Unidos de América y Suiza. Se analiza su estructura participativa y cómo vienen aplicando esta participación ciudadana en sus sistemas democráticos. Con estos elementos analíticos y comparativos se ha podido llegar a una estimación de cómo el Perú ha venido aplicando la participación ciudadana, en especial el último lustro caracterizado por una práctica controversial, con resultados contraproducentes para su estabilidad política y jurídica.

ABSTRACT: Citizen participation as a practical expression of participatory democracy has had an evident emergence in the political system for the countries of the Western world during the last decades. Peru has not been the exception to this global participatory wave. This article analyzes not only how our country has been adapting this citizen participation in its legal and political framework and in what way it has been manifested and applied in reality. A comparative exercise is also made to assess whether its legal framework, especially whether its practical application is consistent with the main patterns of participatory democracy. The chosen models are the United States of America and Switzerland. Their participatory structure is analyzed and how they have been applying this citizen participation in their democratic systems. With these analytical and comparative elements, it has been possible to arrive at an estimate of how Peru has been applying citizen participation, especially the last five years characterized by a controversial practice, with counterproductive results for its political and legal stability.
